** The increase in DHS reflects new initiatives of the government (the Job Capacity Assessment programme, the Health and Social Services Access Card, the reforms to the child support system) and to a smaller extent is a reflection of natural build of staff in the core department from its commencement in October 2004, and in response to the new DHS responsibilties for implementation.

** The increase in DHS reflects new initiatives of the government (the Job Capacity Assessment programme, the Health and Social Services Access Card, the reforms to the child support system) and to a smaller extent is a reflection of natural build of staff in the core department from its commencement in October 2004, and in response to the new DHS responsibilties for implementation.
