Information for agencies submitting applications for the Indigenous Scholarship Programme (ISP) 2008

The Indigenous Scholarship Programme (ISP) 2008 is a unique opportunity to provide additional learning and development for your Indigenous APS employees at the APS 6 to SES levels.
The scholarship categories are outlined as follows:
- Senior Executive Service (SES) Indigenous Scholarship – will be awarded to an Indigenous staff member to undertake an overseas research / study tour. Applicants will shape their own study tour and submit a proposal to the Commission. The proposal must outline the benefits of the study tour to the applicant’s development and to the APS. The Commission will provide $30 000 towards the cost of the study tour.
- Australian and New Zealand School of Government (ANZSOG) Indigenous Scholarship – one scholarship will be awarded for the 2009 ANZSOG Executive Masters in Public Administration (EMPA) programme. The scholarship will include travel costs to cover course attendance. The ANZSOG programme is open to Indigenous EL 2 staff.
- Executive Leadership Dimensions (ELD) Indigenous Scholarship – will provide opportunities for Indigenous EL 2 staff to build on their current expertise and capacity as managers and leaders, through participation on the Commission’s ELD residential programme. In addition to the funded places the scholarship will cover travel costs for non-Canberra based participants. It is anticipated that up to eight places (one for each state and territory) will be offered for Indigenous EL 2 staff to undertake the Commission’s ELD residential programme.
- Public Sector Management (PSM) Programme Indigenous Scholarship - the focus of the PSM is on the strategic direction of the public sector. The programme presents an integrated view of business planning, public accountability and the ability to lead. It covers financial management, human resource management and project management and how they interact. It explores ethics, accountability and relationship management.
On successful completion participants will gain a Graduate Certificate qualification from Curtin, Griffith or Macquarie Universities or the Royal Melbourne Institute of Technology. It is anticipated that up to eight places (one for each state and territory) will be offered for Indigenous APS 6 to EL 2 staff to undertake the PSM programme.
The scholarships will be offered on a rolling basis, so agencies may need to submit several Agency Applications. The Australian Public Service Commission is recommending that agencies establish a central coordinating point to:
- distribute the scholarship information to potential applicants in their agency
- coordinate the receipt of internal applications
- if necessary, undertake an internal selection process to ensure that the strongest applicants are put forward to the Commission
- submit the Agency Application to the Commission, making sure all documents are included
- receive notification of the outcome of nominations from your agency
- coordinate receipt of funds and final acquittal of funds where appropriate
The Commission will be conducting three rounds for ISP 2008. All applications will open on the 31 March 2008 and applications will be accepted in rounds one and three for:
- SES Indigenous Scholarship
- PSM Program Indigenous Scholarships
- ELD Indigenous Scholarship
