Department of Agriculture, Fisheries and Forestry - Embedding a Whole of Government Approach
The Department of Agriculture, Fisheries and Forestry (DAFF) places great importance on whole of government activity, and has shown a strong commitment to strengthening the culture and capability of the department to undertake whole of government work. In mid 2005, a group drawn from the Department’s Leadership Alumni was established to review the department’s processes with a view to further strengthening its ability for delivering a whole of government approach.
The Alumni found a range of activities already undertaken in DAFF which employed a whole of government approach, particularly in the areas of agriculture, food and natural resource management issues, international trade and access, border security and emergency response planning.
The Alumni also identified opportunities to enhance DAFF’s capacity to value, plan and successfully manage collaborative working arrangements with other agencies.
Actions taken to develop this capacity have included:
- developing an overarching statement that outlines its position and communicates a consistent definition of its approach to whole of government activity
- allocating dedicated resources in their Corporate Policy and Governance area for ongoing communications, support and advice on whole of government issues
- incorporating whole of government considerations into planning and reporting frameworks and targeting relevant skills, such as negotiation, mediation, relationship and conflict management in learning and development initiatives
- reflecting the skills required for whole of government work in recruitment practices.
DAFF’s reward and recognition schemes are also being broadened to encompass whole of government activities. In addition, relevant capabilities will be included, where appropriate, into performance management systems and skills reviews.
